		<description><![CDATA[The law was once a sort of morality guide.  Over time, it&#039;s become something hallowed, the violation of which must always be punished.  And &quot;criminals&quot; commit crimes because they either lack the fundamental morals that guide most of us, or find that they are simply unable to conform their conduct to the law because of some underlying issue.  Punishment rarely addresses the underlying issues or cannot correct them.  In the end, we simply incarcerate people because we lack the willpower to do what is really needed.  Incarceration is usually the easiest &quot;solution&quot; to the problem.]]></description>
